Improvement of the state regulation model for monetary land evaluation

Abstract

The purpose of the article is to study theoretical and methodological principles for monetary evaluation of land and propose an improved state regulation model for land evaluation. Research methods. Dialectical methods of knowledge of processes and phenomena have been used during the research, in particular: empirical and theoretical – modelling for improvement of the state regulation model for monetary evaluation of land; empirical – comparison for establishing similarities and differences during the procedure of monetary evaluation of land plots of different categories and use types; theoretical – interpretations for generalization of approaches to state regulation and monetary evaluation of land, united into the conceptual model of state regulation for land evaluation. Research results. In the process of analysis of the current legislative framework, the author’s model of state regulation for land evaluation has been proposed. taking into account a principle of rational and efficient land use for monitoring results of land monetary evaluation, the aforementioned model will allow to supplement and update data of the State Land Cadastre, and ensure adoption of further substantiated managerial decisions. Elements of scientific novelty. Theoretical and methodological principles on state regulation of land evaluation have been developed. It has been improved the state regulation model for land evaluation based on a principle of rational and efficient use of land plots. Practical significance. The improved state regulation model for land monetary evaluation, based on a principle of rational and efficient use of land, will enable to establish an objective value of land plots taking into account their optimal use during different types of land evaluation and ensure operational monitoring of results of monetary evaluation of land.
