Regional aspect of the personnel policy development in agroindustrial production

Abstract

policy, determine its place and role in production in current market conditions of economic activity, evaluate regional peculiarities of its development and identify the main ways of overcoming a crisis situation. Research methodology. In the process of the research, the following methods have been used: abstract and logical (for theoretical generalizations and making conclusions), statistical grouping (for determining the employment of population of Poltava region by types of economic activity), monographic (for determining scientific approaches to the concept “personnel policy”). Research results. Evaluation of regional peculiarities of personnel policy development has been conducted. The main ways of getting out of the crisis situation of the enterprises of agroindustrial production have been determined. The scientific approaches to the definition of ,,personnel policy” have been investigated. There have been studied a regional aspect of the demographic situation in rural territories, namely: number and employment of the population of Poltava region by types of economic activity. The basic principles of the personnel management system in agroindustrial production have been determined. It has been proved that highly skilled and professionally trained human resources plays an important role in the formation of personnel in the agrarian sector of economy. Elements of scientific novelty. The scientific novelty lies in clarification and addition to the theoretical and methodological principles of the content and essence of personnel policy, determination of its place and role in agroindustrial production in current market conditions of economic activity. There have been evaluated regional peculiarities of the personnel policy development to identify the main ways of overcoming a crisis situation. On the basis of the research in regards to the definition of the concept “personnel policy” it has been clarified that this term covers different directions, has different goals, priorities, considered from different points of view and used at different levels of the management structure. Practical significance. The results of the study substantiate the conclusion that personnel policy should provide all production and functional subsystems with appropriate workers of a certain qualification in sufficient quantity. Effective personnel activity can be considered one that includes such aspects as training, attestation, organization of work and workplace, adaptation of new employees, motivation of the people who are already in work, obligatory availability of personnel reserve, etc. The basic principles of the personnel management system must be consistent with personnel policy, different strategic plans, which take into account the whole arsenal of scientific achievements, which determine the possibilities for coordinating of human activity and its effective regulation to increase competitiveness of organization.
