The methodological approaches to evaluation of the development efficiency of rural areas in terms of sustainability

Abstract

The purpose of the article is to study and develop methodological approach to evaluating of efficiency of sustainable rural development based on consideration of economic, social and environmental components of rural development. Research methodology. The process of scientific research has been based on general scientific and special economic methods. The abstract and logical method has been used to formulate the basic principles, theoretical generalization of conclusions and analysis of research results of other scientists. Methods of analysis and synthesis, induction and deduction have been applied to improve methodological approaches to evaluation of the efficiency of rural development in terms of forming a strategy for its sustainable development. Research results. It’s been determined that sustainable rural development is a process of substantive and qualitative changes in rural society, which is mainly engaged in agriculture, based on achieving the optimal balance between economic development, rational usage of natural resources and ensuring the growth of material and spiritual needs of peasants. Proposed algorithm of evaluation of the efficiency of sustainable rural development, which includes such stages: analysis of the internal and external environment; definition of the system of indicators for evaluation of the efficiency of sustainable rural development; calculation of group and integral indicators of sustainable rural development; analysis of the complex evaluation results of efficiency of sustainable rural development; development and implementation of targeted development programs for territories. Elements of scientific novelty. In the research process, the necessity evaluation of the efficiency of sustainable rural development based on identifying of external and internal threats of socioeconomic and ecological orientation has been proved. This, in its turn, allowed developing a set of measures on institutional regulation, determining the directions of the formation of operational programs for leveling and preventing growing problems in terms of sustainable rural development. Using in the research process group and integral indicators makes it possible to identify not only the problems of rural development, but also the causes of their occurrence. This will allow carrying out effective and purposeful solution of the set tasks to ensure the strategic purpose. Practical significance. The provisions and recommendations highlighted in the research are the basis for solving methodological problems concerning an evaluation of rural development in terms of impact of determinants for sustainable development.
