Market turnover of agricultural land in USA
The purpose of the article is to determine features of functioning of model of the market turnover of US agricultural land, to assess “liberal nature” of such turnover, and to identify instruments for its regulation, considering their further usage in Ukrainian practice. Research methods. In the research process have been used the following scientific methods: empirical method for complex asessment of the current state of the US agricultural land economic model; generalization and systematization for construction of a model of economic turnover of lands; abstract and logical for theoretical generalizations and formulation of conclusions. Research results. According to the research results, it is established that in USA, the market turnover of agricultural land is not absolutely free, but regulated by state and local institutions, considering unique combination of regulatory functions of the state with market conditions, in which there is no infringement of private property rights. The main goal of regulating the market turnover of US agricultural land is to support and create favorable conditions for development of family farming. Main tools for regulating the market turnover of agricultural land in the US are the administrative, price and legal instruments (priority right). Elements of scientific novelty. The article reveals experience of the United States of America regarding to functioning of the market turnover of agricultural land. Main objectives of regulating the market turnover of lands in agriculture have been covered. The regulatory and legal framework has been studied and a model for regulating the market turnover of US agricultural lands has been built. Provisions concerning the Ukrainian model of regulation of the market turnover of agricultural land with regard to US experience have been further developed. Practical significance. Experience of USA has shown that a regulatory objective should be a basis for regulating of market turnover of agricultural land. According to a specific goal, taking into account the state structure and policy, an appropriate regulation tool should be identified. Despite the declared openness and freedom in all respects, the acquisition of land by foreigners in the US is fully controlled by the state. Application of US experience in regulating of the market turnover of agricultural land in Ukraine should help to build an effective model of the market turnover of agricultural land
