Агропродовольча система як об’єкт стратегічного управління: концептуалізація та багаторівнева архітектура
Розбіжність між обсягами світового виробництва продовольства та масштабами хронічної продовольчої небезпеки свідчить про те, що критичні чинники стійкості аграрного сектору формуються поза межами окремого підприємства чи ринку. Традиційні аналітичні категорії (галузь, ланцюг постачання, аграрний ринок) не враховують зворотні зв’язки між рівнями агрегації і, отже, не забезпечують адекватної основи для стратегічного управління. Метою цієї статті було обґрунтувати сутність агропродовольчої системи як цілісного багаторівневого об’єкта стратегічного управління, визначити її структурні підсистеми та продемонструвати роль інформаційних потоків як системоутворюючої ознаки. Методологічною основою дослідження стали системний підхід, порівняльний аналіз теоретичних фреймворків (аналіз глобальних ланцюгів вартості, системний підхід HLPE/FAO, багаторівнева перспектива) та метод теоретичного синтезу. Вибір фреймворків здійснювався за критеріями масштабу аналізу (лінійний – системний), операційної придатності для управління та охоплення зворотних зв’язків. Було запропоновано визначення агропродовольчої системи як багаторівневої соціотехнічної конфігурації, системоутворюючою ознакою якої є організація зворотних зв’язків навколо виробництва, розподілу та споживання продовольства. Виокремлено три структурні підсистеми (функціональну, інституційну та управлінську), взаємодія яких опосередкована інформаційними потоками. Розроблено чотирирівневу архітектуру агропродовольчої системи як аналітичний інструмент стратегічного управління. Для кожного з п’яти критеріїв якості інформаційних потоків запропоновано індикатори та шкалу оцінювання. На прикладі зернового ланцюга вартості України продемонстровано здатність архітектури ідентифікувати каскадні міжрівневі суперечності, зокрема між регуляторними рішеннями макрорівня та контрактними зобов’язаннями мезорівня. Результати можуть бути використані при розробці національних стратегій розвитку агропродовольчих систем в умовах євроінтеграції. Запропонована шкала оцінювання інформаційних потоків слугує діагностичним інструментом для органів аграрної політики та галузевих асоціацій
