Методичні аспекти визначення стратегічних напрямів розвитку сільських територій об’єднаних територіальних громад
Актуальність дослідження полягає в розробці економіко-математичної моделі для тактичного та стратегічного планування соціально-економічного розвитку сільських територій об'єднаних територіальних громад. Метою дослідження було вдосконалення та практичне застосування методичного інструментарію для визначення стратегічних напрямів розвитку сільських територій об'єднаних територіальних громад на прикладі Вінницької області. Було використано такі методи: порівняльного аналізу, статистичний, табличний, графічний, розрахунково-конструктивний, абстрактно-логічний. Запропонований методичний інструментарій та алгоритмізована послідовність його практичної реалізації дозволили визначити структурні та сукупні економічні, соціальні та екологічні індикатори розвитку сільських територій об’єднаних територіальних громад, змоделювати відповідний перелік пріоритетних проблем та обґрунтувати напрями їх мінімізації. Моделюванням стратегічних напрямів розвитку сільських територій на сукупності економічних, соціальних та екологічних факторів із використанням методичного інструментарію теорії нечітких множин встановлено, що загальний індикатор розвитку сільських територій за економічним блоком перебуває в межах оптимального темпу розвитку (0,849), за динамікою частки інвестицій в аграрний сектор економіки – перевищує задовільний рівень (0,771), за індикаторами фінансових результатів набуває загрозливого рівня (0,387). Встановлено, що інтегральний індикатор сільського розвитку за соціальним блоком знаходиться в межах задовільного темпу (0,702), а за показниками якості життя населення – загрозливого (0,490). Відповідно сформовано моніторинговий рейтинг першочергових соціальних проблем сільського розвитку, які потребують свого вирішення. Визначено, що за динамікою екологічних розрахункових індикаторів загальний індикатор за екологічним блоком перебуває в межах задовільного темпу розвитку сільських територій (0,650). Змодельовані рейтинги першочергових проблем сільського розвитку представлено у наступній послідовності політики їх мінімізації: економічних – Е4 , Е3 , Е2 , Е1 ; соціальних – S6 , S4 , S1 , S2 , S3 , S5 ; екологічних – Еk1 , Еk2 . Практичні результати дослідження дозволяють об'єктивно оцінити переваги, виклики та ризики розвитку сільських територій ОТГ Вінницької області, що сприяє визначенню пріоритетів у вирішенні економічних, соціальних та екологічних проблем і може бути корисним у регіональній управлінській практиці для розробки стратегічних напрямів розвитку громад
