Analysis of world tendencies of implementation of public-private partnership in irrigation
The purpose of the paper is to study world experience in the development and implementation of public-private partnership projects in the irrigated agriculture, and to determine possibilities for its use in the domestic practice. Research methods. In the research process were used the following scientific methods: dialectical methods of knowledge of processes and phenomena; the monographic method (for analysis of the development of the irrigated agriculture in Ukraine and worldwide); the empirical method (for comprehensive assessment of the current state of the irrigated agriculture); comparative analysis (for identifying peculiarities, advantages, and problems of public-private partnership in the irrigated agriculture); the abstract and logical method (for theoretical generalizations and formulation of conclusions). Research results. In the research process principles and features of public-private partnership in the irrigated agriculture in the world, its economic and environmental aspects were disclosed. Foreign experience shows that use of principles of public-private partnership contributes to increasing investments for the construction and modernization of irrigation infrastructure, as well as optimizing the usage of land and water resources. Elements of scientific novelty. World tendencies of public-private partnership spreading in the irrigated agriculture were revealed. Prospects for creation of associations of water users were highlighted. Theoretical positions concerning revival of the hydro-amelioration industry on basis of the implementation of principles of public-private partnership were further developed. Practical significance. Basic stages and peculiarities of preparation and realization of public-private partnership projects were established. Use of world experience in implementing public-private partnership in the irrigated agriculture in Ukraine should be considered as perspective. Tabl.: 1. Refs.: 15
