Lease land relations in the agriculture of Zhytomyr region
The purpose of the article is to research problems of the development of leasehold land relations in the agriculture of Zhytomyr region and to find ways to improve them. Research methods. To achieve this goal the following methods were used: the dialectical method of scientific knowledge for consideration of essence of lease land relations; abstract and logical method for formation of proposals and conclusions. Research results. Nowadays land lease is the basis for forming land relations in the agriculture. Agricultural enterprises mainly operate on leased land, total share of which is more than 90%. It was established that the vast majority of agricultural producers in the Zhytomyr region enter into lease agreements with business entities that were formed as a result of market transformations (59.3%). The most common form of payment for lease of land shares is natural (53%). Most lease agreements are concluded for a period of 8-10 years (48.7%). Size of rent is dominated by a rate of 4-5% of the standard monetary valuation. Elements of scientific novelty. Necessity of introduction of the mechanism of the limiting size restriction of leased land that is in use by one physical or legal person was substantiated. Practical significance. Proposals for limiting the maximum area of land leased by one subject of land use (physical or legal person) were developed. If an actual amount of land use exceeds limit values, a land user will be required to pay a land tax of a double amount for each subsequent hectare. Tabl.: 3. Figs.: 1. Refs.: 14
